I think Menuet needs a rewrite, kolibrioOS is a Russian team rewrite, they did a great job, but its there baby.
You need to sort out what is needed for menuet to work as a useable desktop and go for it, a rewrite is not that hard or time consuming, look at menuet64 its just a rewrite of menuet32 with the reg changed and bits that different for 64bit Cpu etc.
You need to rewrite menuet and concentrate on make it simple, to use and program for.
To me this may not look as good as menuet:

But if you added floppy, Hdd, atapi driver it would be a useable OS, thats why the rewrite is needed, to make it useable.
By rewrite, I do not mean rewrite everything.
I as a ASM programmer need a ASM desktop OS, i have all ways seen menuet as that, OS.
